Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The State Water Resources Control Board’s Office of Enforcement (OE) has two openings for permanent, full-time Attorneys in its State Water Board Programs Legal Branch. These vacancies present a rare opportunity for entry level attorneys, with less than five years of legal experience in the practice of law, to represent enforcement staff at both the Regional Water Boards and the State Water Board in water quality and water rights enforcement as part of the Board’s cannabis cultivation program. OE acts as legal advisor to both the State Water Board and the nine Regional Water Boards in all matters relating to enforcement. While most OE attorneys focus on serving either Regional Water Board or State Water Board staff, the cannabis program attorneys work closely with both. Each position requires frequent adversarial engagement with the regulated public, stakeholders, non-governmental organizations and other government agencies. The positions are located at 801 K Street, Sacramento, CA 95814. The building is a short 5-minute walk to CalEPA headquarters and is conveniently located near public transportation. 801 K Street has on-site permitted parking for a monthly rate and secure bicycle parking.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The candidate should have excellent verbal and written communication skills, be self-motivated and independently able to handle a number of projects and cases. The candidate should have strong analytical and problem-solving skills. Knowledge and/or experience in environmental and administrative law, including California water quality or water rights issues, is preferred. Cannabis regulatory and enforcement knowledge and/or experience is also desired. Knowledge and/or experience in oral advocacy, including mock trial, moot court, public stakeholder meetings, administrative adjudications, or civil litigation, and interpreting and/or drafting laws, rules and regulations, is also preferred. Candidates with excellent academic credentials, relevant internships or judicial clerkships are desirable.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.
