Under the general direction of the Chief Counsel, the Attorney Supervisor plans, organizes and directs the work of a small group of attorneys and administrative staff assigned to the Section, which includes the Legal, Appeals, Probate, Custodian of Records (COR) and Criminal Restitution Compact (CRC) Sections; evaluates performance and takes or effectively recommends appropriate action; interviews and selects or actively participates in the interview and selection process for staff; develops strategy and tactics in the most complex disputes or litigation; and may personally perform the most difficult and complex hearings, legal research, and opinion drafting for CalVCB.

This position provides hybrid telework opportunities, with employees required to work in person at least two (2) days per week and as needed/required. Beginning July 1, 2025, all employees will be required to work in person four (4) days per week in alignment with Executive Order N-22-25.

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Statement of Qualifications

The Statement of Qualifications (SOQ) is a narrative discussion regarding how the applicant’s education, training, experience, and skills meet the criteria outlined below. In addition, the SOQ serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please address how you possess each SOQ criteria, numerically in the same order outlined below, using specific examples of your education, training, and experience.

The SOQ must be typed, single spaced, no smaller than a 12-point font, and no more than three (3) pages in length. You must provide direct responses to each of the numbered items listed below.

Applications received without an SOQ, those that do not follow the instructions in this section, or answer the specific SOQ criteria below will not be considered. Cover letters and resumes do not take the place of SOQ. The SOQ must be submitted along with the STD 678.

1. Describe and provide specific examples demonstrating your knowledge of and experience with responding to requests for copies of public records and the laws governing public records. 

2. Describe and provide specific examples demonstrating your knowledge of and experience with performing complex and sensitive legal work in the substantive areas of law described in the duty statement. 

3. Describe and provide specific examples demonstrating why you are qualified to serve as the Attorney Supervisor for the Legal Division. Include experience managing or leading others in a work environment. 

4. Describe and provide specific examples of your communication style and your ability to effectively communicate and persuade others at all levels of an organization, federal or state courts, or administrative bodies.
