About this Role:

The Department of Health Care Services (DHCS), Workers’ Compensation Recovery Program (WCRP) is looking for a highly motivated individual to join our team. WCRP is responsible for the recovery of Medi-Cal expenditures paid on behalf of Medi-Cal members who have workers’ compensation claims with employers, insurance companies, or the Workers’ Compensation Appeals Board (WCAB). This position will provide an opportunity to develop and demonstrate strong critical thinking, problem-solving, and negotiation skills. The analyst will perform detailed analytical work for the WCRP. These duties include, but are not limited to reviewing legal documents, analyzing data involved with the recovery of funds spent for treatments and services, administrative responsibilities, and managing case files to maximize the reimbursement amounts received. Under the supervision of the Staff Services Manager I, the Recovery Analyst will correspond verbally and in writing with attorneys, insurance carriers, and the WCAB to secure payments in a timely manner.  

The ability to use independent judgment and communicate effectively with management, external stakeholders, and the Office of Legal Services is essential. The individual must be able to follow guidelines and use independent judgment and discretion to apply state and federal laws, regulations, policies, and procedures.

Working Conditions

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 1, 2025, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Our campus-style office is located in West Sacramento, offers free parking, and is near the freeway, a shopping center, and several dining options.

Telework Information

Currently, this position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
